  16. <p>Bosnia's President calls for help as the capital becomes hell
  17. on earth

  19. <p>    What will it require, short of sending in the U.S. Air Force,
  20. to halt Serbian aggression in Bosnia-Herzegovina? Clearly it will
  21. take measures sterner than the U.N. economic sanctions imposed
  22. three weeks ago. Defiant Serb gunners last week turned the
  23. Bosnian capital of Sarajevo into hell on earth, killing at least
  24. 30 people and injuring hundreds more. Thousands of shells
  25. blasted buildings and crashed into streets, terrorizing the
  26. 300,000 remaining residents, who mostly cowered in basement
  27. shelters. Sarajevo TV broadcast what appeared to be a military
  28. radio message from Serbian General Ratko Mladic, intercepted
  29. less than two weeks earlier, commanding soldiers in the
  30. overlooking hills, "Burn it all!"
  31. </p>
  32. <p>    In an appeal to President Bush from his bomb-battered
  33. office, Bosnian President Alija Izetbegovic called for U.S. air
  34. strikes on the Serbian gun emplacements. "Force can be countered
  35. only by force," Izetbegovic declared. "Let them bomb those who
  36. are bombing us." Washington backed a U.N. Security Council
  37. resolution authorizing peacekeeping troops to reopen Sarajevo
  38. airport if a cease-fire is reached so that urgently needed food
  39. can be flown in. But the Bush Administration was reluctant to
  40. intervene directly, despite its concern that Serbian shelling
  41. might hit a major toxic-chemical plant north of Sarajevo and
  42. trigger an environmental disaster. Impatience with the Serbian
  43. onslaught is growing in the U.S. Senate. Says Senator Richard
  44. Lugar: "The time for drawing the line has come."
